It's Korean,
Inscription,
長夏江邨事々幽 - Everything in Changxiajiang Village is quiet
(Citation from the Tang dynasty poet Du Fu)
毅道人 - Ui-doin - (Staunch schoilar) - Pseudonym
Upper seal,
許百錬 - Heo Baek-ryeon - Surname and given name
Lower seal,
毅斎  - Ui-jae - (Staunch study) - Another pseudonym

Heo Baek-ryeon 許百錬 1891-1977
Born in Jindo-gun, Jeollanam-do.
Prominent Korean traditional painter, who is called the last master of Nanjonghwa painting style.
