Subject:Water Color Painting (chinese I believe)

My grandfather was a scientist and received this painting from a foreign guest many years ago. I inherited this painting and have always loved it and desperatly wanted to learn more about it. Any information you can provide would be insanely appreciated. I would love to especially know who the artist is. Thank you so much!
