Hard to see the whole scene, seems more like a fight or battle to me.
It's Japanese cloisonne of good quality, a large jar with arabesques decorations at top and bottom and a lid with ornate finial. Dating 1900 or so.
This type of cloisonne is valuable, mixing wireless blue background and detailed figural and complex motifs.

Thank you for the 6 images. Seems there are 2 scenes. A hunting scene with a warrior with bow and arrow who shot a bird, and a battle with horses and swords drawn with multiple fighters.
These are usually based on Japanese stories or tales.
