Subject:chinese porcelain seal help

I just went out on a limb and recently purchased this item as it caught my eye as being unusual... I have seen lots of recent carved seals of stone etc... but never a porcelain seal.. my research showed earlier seals made in this manner.... im hoping to get some feedback about possible age of this item... maybe a translation of the writing in cobalt blue on the handle area... I don't know if anyone has any idea about the archaic seal symbols... I flipped the seal horizontally for viewing purposes... the dimensions are 3.25 x 3.25... I am going to talk with the person here in the states to see where they acquired this.. thank you very much for your help and replies
