Subject:Unknown (Japanese?) print/watercolor

Could anyone identify this? It's something that my great-grandfather picked up, possibly some time in the 1920'2 or 30's. The boats, birds and buildings are all detailed with gold paint. Apparently it was damaged in a fire some 40 years ago and was re-framed then. There is no visible signature or mark, and it's glued into the frame :(. Due to the damage, I have no idea how large the original might have been (each panel is aprox. 10 inches/28cm long) or if it was originally one or 2 pictures. Would just like to know where it's from for sure as I expect it was just something made to be sold to tourists.

Given that it shows Mount Fuji in the top and bottom right panel, it is from Japan. There appears to be a signature in both left panels at the far left midway between top and bottom.

The prints are experiencing acid burn from the matte and will continue to deteriorate.
