I would like help in knowing who painted this scroll, attached to a white plastic solid tube at bottom and wood at top.

Japanese scroll (printed rather than painted?), signed by someone who lacks good command of the brush (ie not by the same person who painted the picture) as someone surnamed Ishida. The seals also read Ishida, perhaps a previous owner rather than the painter.
