Subject:Does anyone know what this jolly Chinese gentleman represents?

Hello:

I received this, (I think its resin), smiling figure from a woman who had spent time in China working as a missionary. She thought the round gentleman represented some kind of fertility figure but wasn't too certain. Does anyone know what his name is? I would really like to know the translation of the inscription on the medallion. Is he really a fertility figure? Any help would be appreciated.

not fertility, this is a recently made boy dressed in late Qing style (eg with a hair queue); the medallion contains an amalgam of four characters used as a sort of amulet hoping for the arrival of wealth/talent/good things.

Turns out the piece is a little older than I thought and it isn't hard resin but Bakelite; placing the piece somewhere around the turn of the 20th century or the end of the Qing dynasty. Just thought a follow-up was in order.
