Subject:Shekwan figurine with impressed seal

At least I think its Shekwan. Figurine is about 12" tall and very heavy. Hoping the seal can help point to when or who made it. Let me know if seal is too hard to read and I can try a different light (the seal is on the inside of the base - the base has strips of velcro someone used to try to keep it from falling). Maybe they owned a cat?

Here are some more pics. I took a closeup of the eyes because they are one of my favorite parts. Also I had the height wrong - it is a full 15 inches tall.

I suggest the figure may be Li Bai, the Tang dynasty poet.

The first two characters of the seal are Pan Tie 潘鐵 and the fourth is Zao 造 (made by). The third character (top left) I would prefer more a detailed view.

I'll expend my two cents worth guessing the last couple of characters are 製造 (zhizao), "to manufacture".

I was hoping for more information. The ID of poet Li Bai as the subject looks right on. But what does "To manufacture Pan Tie" mean? How old does this look? Does anyone have any experience with Shekwan/Shiwan and is this one? What about the glass? eye - is that uncommon and does it point to any particular age or maker?

'Pan Tie Zhizao', can mean Made or manufactured or created or done or all of the above by someone named Pan Tie.
