Subject:Inside painted snuff bottle marks

Can anyone please tell me what the first row of marks read?
I believe the second row reads Qin Shi Huangdi, but don't know what the first row says.

You're right about the second stack reading "Qin Shihuang" (259-210 BCE).

The first stack is a cyclical date of "Made during the Xinwei Year" (Xinwei nian zuo - 辛未年作), equivalent to 1931 or 1991 from what I can see of the painting style on your bottle.

Thanks so much for this information, it really helps.
Can you help me out with the other side. I know it says the Great Wall of China but I don't know what the mark reads.

The 'mark' is just the last character in the title: 'Great Wall Picture' (Wanli Changcheng Tu - 萬里長城圖).
