This would appear to be a 19th century porcelain water bottle and originally would have had a matching basin. Such sets were quite common in homes and hotels in the days before indoor plumbing caught on most places.
The painted pattern on the bottle is called a "sweetpea scroll" and from the early 19th century was a popular Chinese export to Southeast Asia, especially wherever there were large communities of Overseas Chinese (which was just about everywhere).
