inscriptions seem to be poetic couplets, no artist or date included, likely newish, not more than a few decades of age. they lack a legend on the base because they are as yet uncarved with the legend that the owner wants. you pick out the seals you like and then give them to a seal carver to carve.
some older seals may also have a blank base but that is because the previous owner had them ground down so no one else could use them to impersonate that owner, as seals can be considered as legally equivalent to a signature on a document. In Japan this remains true for personal seals, in China this remains true for company seals. but yours do not fall into this category.
