Subject:Wax seal on cloisonne - translation?

Can anyone help with translating the Chinese into English?
I see the star, and wonder if this is a post-1949 seal? Is it an early version of the JingFa seal (established 1956)?

Jianding "examined (authorized)"
Hu 3 "Shanghai, 3"

It's a PRC wax seal impression from an office in the Shanghai area clearing the object for export as a cultural relic of limited distinction.

So far I've seen it on two eBay Chinese cloisonne items, both of which had a sort of 1930s look to them.

Focused on cloisonne, I tend to forget that porcelain reigns supreme, even though one of my other bookmarks is a site with the porcelain seals found in the various dynasties.

yes, there seem to be many more porcelain than paintings collectors too....

The piece with the was stamp was a small blue pepper pot from a condiment set, missing its brass perforated cap.
The vine scroll pattern is nicely done in what appears to be the more old-fashioned red copper wirework, and the cobalt enamel is beautiful.
But, obviously not a precious antique.
Another vase with a wax stamp seems very 1930s-40s in style.
What does your Lao TianLi piece look like? Do you have a photo of the whole thing instead of just the base markings?
