Unlikely to be too old. The jackets are worn by a host of working class Japanese men, ranging from delivery boys to those carrying portable festival shrines.

The inscriptions may give a hint as to the purpose of these one.

no, it's Japanese, or at least Japanese-style (possibly made in China). The characters are mainly repeated 福 and 寿 characters, meaning "good fortune" and "longevity", so I suspect this is meant for the tourist market.
