It's a Japanese woodblock print dated Meiji 12 (1879) by the artist Utagawa Yoshimine, published in Osaka by Tanaka Bunjiro.
The prints depicts as a comic, the different stages of the Saigoku Kannon Pilgrimage (Saigoku Sanjusansho - 33 temples or holy places in Kinki region).
Your copy is only a fragment of the original design (see image). This kind of prints were sold to the pilgrims/tourists as a souvenir. Actual value is very low.
