The first three characters in the signature read 'Katsudo Cho' (character 'Cho' in the signature written in the old variant) - first seal reads 'Katsudo'.
The Bristish Museum has a scroll by the same artist named 'Cho Katsudo', painted in 1797, when he was 73 years old (born 1724).
Found only one other reference online to a painting of a dragon in the Museum Chokokan in Nabeshima (not illustrated).
I add the link to the British Museum (takes a while to load).
