Subject:Flying Phoenix

Can someone help me with the painting.
It is signed and numbered. I don't know if it is Japanese or Chinese. Some suggested it would be Tibetan.
I posted the same thing a few days ago but I must have made an error because it never showed up.

Korean, judging by the hangul at the bottom. the waves across the bottom recall the bottom hems on Chinese imperial robes, but the stylized clouds seem quite stiff, not sure what the artist is attempting.

Thanks very much. What does " hangul" mean.
It is a modern piece so the artist was probably just doing their own thing. It look like a tapestry but it is on paper.
