These characters might have been written by a Chinese, Japanese or Korean artist. Each language has its own nuances of meaning and transliteration. Only if you show a complete view of the piece will anyone have a chance of fathoming whence it originated and how it should be translated. This context is essential.

Thank you for your response, Bill H. This is from an art scroll. I am posting a picture of more of it, but the photo is too big to put the entire thing. I would be great to get some feedback. Thanks!

周山寫? But in 周 there is a 生 inside it, very peculiar, but the chop market does indicate 周山

You did post another one:

Is it the same painting?

The artist is Hida Shuzan (飛田周山 - 1877-1945), here signing 'Shuzan sha'.
Shuzan was a Japanese-style painter. Born in Ibaraki-ken and pupil of Takeuchi Seiho, Kubota Beisen and Hashimoto Gaho.
According to Roberts, 'A Dictionary of Japanese Artists' a traditional, competent, sensitive artist.

(Thanks to Super)

Guy.

Agree with the seal reading of 周山, so presumably that's the inscription as well. Japanese I imagine, but imitating a painting by Shen Zhou? Or is it Ba Da I am thinking of? Brain is not working well today!
