It looks like bronze overlaid with a textured paste and then covered over with cream magnolia branches and birds. It has a greek key pattern at the base.Thanks MV

This is a Chinese vase, probably made in the 3rd quarter of the 20th century or later. The decoration features birds amidst apparent magnolia blooms, with diapers of possible plantain leaves around the upper rim, arabesques at the shoulder and the "Lei" (thunder) fret at the base.

Some dealers and collectors try to embellish this kind of molded material as "White Cinnabar", which seems to me to be a contradiction of terms. It is some sort of plastic composite and not very durable as evidenced by cracking around the neck of your example.
