Subject:Information about stone seal

Greetings everyone,

The other day I came across this item in a thrift store.I thought it seemed interesting so I bought it for less than a dollar.Id like to know if someone could help me figure out any information on it since despite all my mortal attempts to find any information have failed.I recognize I am not as skilled as most people in this forum may be.Any information will be greatly appreciated!
