The landscape is dated May 1986, signed with the artist's given name of Bomin. This is a reasonably common given name though, so identification depends on reading the four character seal at the right, assuming it is the artist's an not a collector's, and I can't quite make that out. The painting is competent but undistinguished.
The calligraphy is of two Tang poems, purportedly written by Qi Zhihan, though its authenticity is unclear. Some biographical information and a few examples of Qi's work is here: http://www.dashuhua.com/qizhiyuan/
