I was told this is Chinese can someone please translate this piece for me. Many Thanks in advance

Title on top, 2 sentences, read from right to left says that is the portrait of:

Top sentence:

Qing Shèngzǔ 聖祖 Xuányè 玄燁 (which is the Qing Emperor Kāngxī 康熙)
