Subject:Another Rare 1950s Chinese Cloisonne Inscription?

The plate features apsaras, possibly inspired by Silk Road paintings and fabrics? Seems likely it wouldn't have been produced after 1966, the start of the Cultural Revolution.

The third line is the date: 1951

The four characters did look like a date to me, and after I posted here I did the homework I should have done first, before posting, and learned the numerals for 1, 9, and 5....

A well decorated and probably rare dish, considering all of the History that followed its manufacture. Inscription reads in modern fashion across and down in four lines from the top left as follows:

Beijing Municipality (北京市 - Beijing Shi)

Specialty Arts & Crafts Corporation (特種工藝公司 - Te-zhong Gong-yi Gong-si)

Made at the Experimental Factory(实驗工廠製造 - Shi-yan Gong-chang Zhi-zao)

1951 (一九五一年 - Yi jiu wu yi nian)

I've been working on a blog post summarizing my discoveries about Chinese cloisonne in the 1950s, and the more I learn, the more unique and unusual these products seem to be.
It is truly annoying and awkward to be handicapped by illiteracy in Chinese, so I think you for your and rat's help, it is greatly appreciated.
