The material is camel bone, often called camel ivory for it’s hardness and the patina that it develops with aging. A typical half femur sweeps up from a triangular base for about eleven inches to an oval. Yours is likely made in two pieces, some hair filling the hole at the top. The figure is probably intended to be the Qing dynasty emperor Qianlong (1735 – 1796) and started paired with his consort Ulanara. From the style and patina it dates from the turn of the last century or earlier. I've included my pair for comparison. Regards, Jim
