Subject:Floral Dragon Vase

Bought this vase at an estate sale of a collector with a lot of high end antiques. At first I didn't think this was Asian but a few people told me they thought it was so I figured I'd give it a shot here and see if anyone knew the marking. All help is appreciated, and as always thanks.

This is a Japanese vase with Art Nouveau-era decoration (circa 1890's or slightly later), originally part of a garniture set consisting of at least two pieces. The top kanji character on the base (右 - migi) indicates this piece was supposed to go on the right side of the display. The next one (十 - jyuu) is the number "ten", and the last one may be the Japanese "inch" (寸 [すん] - sun), which equates to approx. 3.03 centimeters. It is written cursively but also bears a resemblance to first element of the Japanese phonetic character for "sun".
