This picture shows good precision and draftsmanship, the signature is by someone with given name 錦谷, in Chinese "Jingu". Don't have time to read the seal, but two of the characters are:

延 雪

There is a Japanese painter with this given name (土居錦谷) but your picture seems quite unlike that artist's work.
