Subject:Repost is images, Porcelain Foo Foo Dog Punch Bowl

There is no making and has a brass or gold/metal on the lip and base. (I've never seen a punch bowl like it before, so I was wondering if it was used to prevent cracking and chipping.)
The art work inside the bowl has four Foo Foo dogs and clouds, the exterior is the same as well.
Also, what product can I use to clean it with?

I would like to know the possible year or Dynasty .
