Subject:Scroll Painting Identification

Any of you out there have any idea about the "who" and "when" of this painting? (The "what" seems to be an illustration of La Fontaine, Book X, Fable I -- "The Two Rats, the Fox, and the Egg" (1679). It's a scroll purchased in Kyoto, and I've posted the best two photos of the seals I could come up with. I'd love to get more info about this. Many thanks.

This doesn't seem to be this fable as we can see 3 rats and no fox.
