Subject:Painting translation help

Hello I am hoping that someone can help translate the text on my painting. Also, if anyone recognizes the artist chop, please let me know.Any thoughts would be greatly appreciated. Thank you I advance.

Hi rat:

I am getting a bit curious because the four-character cheng yu used as the title of the painting here, IMHO, should normally be

川流不息

chuan liu bu xi

which according to one source can be translated as:

flowing past in an endless stream

(*I would probably translate it as A stream that flows non-stop)

However, I have to admit that the last character was executed so poorly that it did look like the character

急 ji which means urgent.

Just want to bring to your attention and see what you think. No pun intended.
