Subject:wind chime ?

Friends father bought this from an estate in the 50's and we were wondering what it is. Looks like
a fancy wind chime. He said base looks like made out
of 1 piece of wood and unit is very heavy. Big piece
that is for sure . Idea's where it is from and the name.
