I am trying to research what appear to be landscape watercolor. Known gallery owner was murdered in 1976. ANY information would be so helpful

This appears not to be a watercolor on paper but a framed painting of a ceramic plaque. Is that the so? The cursive is just illegible enough for me not to be able to read much of anything coherent. the first two characters of the second column may read 癸卯, likely equivalent to 1963, but the painting quality suggests to me that this will not have much commercial value.
