Subject:Translation Help on Contemporary Painting

I am hopeful that the learned members of the forum will be able to translate (what I assume is) the artist's name on a small painting I recently acquired. It is a water scene, with a rather fine house overlooking a bay with several boats and a single fisherman rowing a small boat. The painting is about 12 by 16, on silk, and has been somewhat cavalierly treated, so I am trying to gather any information I can before deciding whether to get involved in restoration.I have attached a photo of the inscription on the bottom left of the photo. If a photo showing the whole painting would be of any value, I shall post that as well. My thanks in advance.
