As in your painting, he signs his name using traditional characters (鄭慶). In simplified Chinese characters his name is 郑庆. He also indicates his place of origin as 山陰, which is a traditional name for the Shaoxing area of Zhejiang Province. The painting linked here mentions a studio in Hangzhou, which suggests that he hasn't moved far from home as a working painter.

This one sold at auction in 2014 for RMB 1100, or about $175. It looks to be larger, more elaborate, and somewhat better quality than your picture.
