Subject:How was this pewter dragon plaque used?

I thought this looked interesting and old so I picked it up, but I don't know how it was used, what it says, or how old it is. Any help is appreciated. It appears to be made of pewter, with some green corrosion in places, and the tabs soldered on the back are copper. It measures 6.75" x 4".
