The Bunsei 文政年 era in Japan began in 1818.

The name is a guess but I hope at least the Kanji transcription is correct for further reseach

The full mark reads 文政年 整珉鋳 (Bunsei nen, Seimin chû - cast by Seimin, Bunsei era) and refers to Murata Seimin (1761-1837), master metalworker from the late Edo period.

Bunsei era refers to the reign of the Japanese emperor Ninkô, between 1818 and 1830.

This is a beautiful and valuable example of early 19th century Japanese metalwork, designed and cast by an important artist.
