Subject:Japnese silver compact with markings. What grade of silver?

I recognize the top character on this 3" ladies compact as "silver" but the lower one is not "pure".

What is it?

Also, I just noticed the kanji on the front, left side. A name? Year?

The mark reads 'ginsei' (銀製) or 'made of silver'/'silver product'.
