I am looking for some assistance in identifying the artist on this painting as well as the wording. The painting appears to be on silk so any information would be appreciated!

Dated 1981, low quality, produced at an workshop/collective sales outlet called Lunan Yiyuan 鲁南艺苑
there does seem to be an artist's name but I'm not sure how to read it.
