It is recognizably cloisonne because of the wires, and Japanese in style of enamel and motifs. The egret in the lotus pond is also a favorite Chinese theme.
The enamel seems to be what the Japanese call doro shippo, low-fired enamels in old-fashioned somber matte opaque colors.
The quality of the enamel seems smoother and more uniform than old pieces from the 1830- 1870s, so perhaps it is some decades more recent than that.
It's an appealing piece, I think, and would display well in an appropriate holder.
