It is the artist's name, *** (something) Keiko. The first character is difficult to find, but could be:

泉真亭圭子 or 采真亭圭子 (both of the radicals in the first kanji here don't look to be a batch, but maybe someone else's input will

Possibly the same artist as the one featured in the attached thread.

I read it as 'Saihintei Keiko sei'

Please post an image of the whole object.
