Subject:Chinese Porcelain Figurine Seal Translate /ID Help

Hello!
I have this porcelain figurine and having hard time to find similar. I need help translating the seal mark and date it. It is a man standing on a barrel with black hat, blue dress decorated with flowers and Lingzhi mushrooms. Also I am not sure why there is opening where his hand suppose to be- is it with a purpose or there should be moving hand?
