The margin inscription reads "hanken shoyu nishinomiya yosaku" or "copyright owned by Nishinomiya Yosaku". See this page from my website for more information: http://shotei.com/publishers/hasegawa/seals/seals.htm

The red seal is probably an artist's seal. If you show an image of the entire print, someone here will be able to identify it for you.
