This is a Chinese name; the family name is Guo (Kuo).

Guo Ziyi (Kuo Tzu-i; Traditional Chinese: 郭子儀, Simplified Chinese: 郭子仪, Hanyu Pinyin: Guō Zǐyí, Wade-Giles: Kuo1 Tzu3-i2) (697 – July 9, 781[1]), formally Prince Zhōngwǔ of Fényáng (汾陽忠武王), was a general during the Tang Dynasty who ended the An Shi Rebellion, and participated in expeditions against the peoples of Huihe (the Uyghur Khaganate) and Tubo (the Tibetan Empire). Guo Ziyi is reputedly one of the greatest generals in Chinese history and was revered as the most powerful Tang general before and after the Anshi Rebellion. After his death, he was immortalized in Chinese mythology as the God of Wealth and Happiness (Lu Star of Fu Lu Shou). Guo Ziyi was a Nestorian Christian.[2]

中書考 is another name of Guo since he had worked as the Tang dynasty government official 中書令 for 24 times (in charge of the exam of government officials).
The first two sentences next to it (there is a 3 rd sentence but not going to research it):
功盖天下而主不疑，位极人臣而众不嫉
basically describes the contributions of Guo, says his accomplishments (as a government official) was so great that it was known through the world but he was still not distrusted by his emperor; his rank in the government was so high and yet no one envied him." According to another source, when he died at 85 years old, everything in China was shut down for five days for his memorial.

In your other post, on the right side of his image, 郭汾陽王 where 郭 is his family name (Guo) and Feng Yang Wang 汾陽王 where Feng Yang is the current Shanxi province and Wang means king (or prince), this the honorable title bestowed upon his death by the emperor.
