Subject:Chinese plate in cloisonne technique, with the inscription.

Hello. In one of those blogs Beadiste http://www.beadiste.com/2015/10/puzzling-evidence-dragons-gate-plate.html has shown pink plate. Perhaps the forum members could help translate the inscription, which would help to know who was made these plates.

Cloisonne pieces with inscriptions seem to be few and far between, and usually have interesting clues to provenance.

My favorite so far is the bowl with the inscription as a Christmas gift from Feng Yuxiang.

There apparently was a mini-revival of Chinese cloisonne in the 1890s-WWI years - could this dragon/carp bowl date from then, or is it more recent? Or older?
