Four-character underglaze blue & white Kangxi porcelain marks such as this are generally recognized as datable to the late 19th century and thereafter. While difficult to tell from the photos, the apparent darkness and lack of definition to the cobalt painting seems to assign this vase to the "thereafter" period. Further, on the bottom, the white looks to have fired to a distinct line where the inner foot meets the base. If your vase looked less like it was made in China, this might be taken to be the kind of "wipe line" found on Worcester "Dr. Wall" and other early English Staffordshire pieces. But here I think it could signify the vase possibly is a pre-fired Jingdezhen blank that was decorated and reglazed elsewhere at a Chinese porcelain ornamentation factory in fairly recent times.
