I can't fathom the round seal, but the square one (shown on its left side) reads in seal script as the Chinese surname "Liu" (劉) when flipped to the right. Will you be showing the written inscription?

When flipped 90 degrees to the right, the inscription reads down as 劉長安沐手恭绘 (Liu Changan Mu Shou Gong Hui), translatable as "Reverently painted with cleansed hands by Liu Changan".

I have no way to say if it's pertinent to your query, having found no other reference to a painting by anyone named Liu Changan, but I did find one news item which might warrant further investigation. See below link for Chinese text, which I've summarized here:

The Fine Arts Association of Macau hosted a banquet at the Federal Restaurant yesterday (January 10) for a delegation of the Guangzhou Fine Arts Association The group was visiting to promote artistic exchanges and amity among the three areas of Guangzhou, Hongkong and Macao.

The Guangzhou Artists Association delegation was led by Guangzhou Municipal Literary Federation President Liu Changan and Guangzhou Fine Arts Association Honorary President Tang Daxi, and included more than 30 others recently invited to attend a personal exhibition by noted Hong Kong painter Liang Jiehua and to honor Macau Fine Arts Association President Lu Chang. Also attending the Banquet were Guangzhou Fine Arts Association President Lu Yanguang and Executive Deputy President Li Xingtao, among others.

During the Banquet, Liu Changan and Tang Daxi rose and praised Lu Chang for years of support to Guangzhou arts, and for having conducted work and promoted exchanges since the Fifties between Macau, Guangzhou and Tibet.

Lu Chang expressed hopes that joint encouragement and support by groups in Guangzhou and Macau would lead younger members to join and contribute to cultural activities between the two places.

I have no particular expertise in Chinese fine arts like this, though the painting has been around long enough to accumulate some stains and has a painting style that veers enough from the traditional Chinese portrayal of the Goddess Guanyin to strike me as circa mid-20th century or later.
