Subject:Please Help w/ Japanese 19th Century Victorian Vase?

I recently acquired this old Japanese vase. I believe it may be from the 19th century but would really appreciate a more expert opinion. It is 16" high with a 7" diameter base. It is unmarked other than the kanji on the bottom which I think reads "right 17" although my deciphering of kanji is very rusty so please correct me if wrong. I am wondering approximate age, possible maker and what the style is considered. Would this classify as moriage since it does have the "slip" embellishments? If you need better or more pictures let me know and I can upload more.
