Subject:Chinese Cloisonne Silver and Ivory Statue

Hello all,

Here is a very detailed silver cloisonne statue with ivory head and hands. It is signed inside of the lamp. It looks to be old and of nice quality.

Could anyone provide assistance on who this goddess is? Translation of signature? Period? Opinions on quality?
