Subject:Help Identifying Artist/Watercolor

I rarely get anything like this and am looking for some direction on who the artist is and what the artwork is called etc. I believe this is Japanese. I've attached some pictures.

The border work is cloth - but is not part of the original artwork in the middle which measures 9" wide by 19" high approx.
