Subject:Chinese Seal/Chop Help with idetifying

I bought this at an estate sale on Friday. The estate owners were in their 70's and had traveled to China many times and had a large collection of chops, censers, export china, etc.
My hunch is dragon chasing pearl of wisdom?
Shoushan?
Any ideas on the seal marks?

Just a stylistic note: The dragon at top with a stream emitting from its mouth would appear to be a Makara, a water dragon of Vedic origin, known for its ability to spew out treasure and prosperity in this manner. Images are attached of one on these creatures used as masks that anchor pinch-rings on a small Chinese enameled metal censer. I'll defer to the forum's coterie of jade experts for additional comment.

Bill, Thank you so much for your reply and your insight. You've sent me down a rabbit hole researching makara/water dragons/water horses/etc. It's so interesting to me that so many cultures had a like mythical creature. So many cultures so far apart and differing in languages,etc.
