Though the focus is badly flawed, I believe your plaque purports to be by Jingdezhen porcelain painter Wang Yeting (汪野亭 - 1884-1942). It has a cycical date that I can't fathom through the fuzz. I think this attribution to Wang is unseemly, as the painting looks rough around the edges to me, but defer to Rat for comment.
