Looking for some assistance identifying origin and translating artist's signature.

the scroll painting is signed 映丘繪 ('Eikyû egaku' or 'painted by Eikyu).

The artist is Matsuoka Eikyû (松岡映丘, 1881-1938), a well known Japanese-style painter, specialized in pictures of historical subjects rendered in a modern version of 'yamamoto-e' painting.

Sadly, the scroll is in badly creased. It depicts one of the leading warriors or generals of the civil wars in the 16th and 17th century. Could have been part of a set of three scrolls or more.

Hi Kay
The creasing can only be fixed by a scroll mounter who will remount it. The alternative would be to take it to a paper conservator who will be able to take it apart, reinforce the creases, and reline it.

Both are expensive options .

The creases are fairly common in scrolls and come about because the inner painting cannot "expand" as much as the scroll lining when the scroll is rolled up. Repeated rolling and unrolling over time make the problem worse.

If you take it to a picture framer they may offer to glue it to a backing board to keep it flat. This is NOT a good idea, and would be opposed by most conservators.
